Circulation Policy

Who can get a card?
Adult ANY RESIDENT OF Essex County may get a card
Teen Any teen between 16 and 18 with proof of age may get a card
Child Any school aged child under 16 who can print or sign his name may get a library card with a parent or guardian’s permission
Non-Resident
Works in Essex Same as resident
Owns property in Essex Same as resident
Adjacent county Same as resident K&Q, Caroline, Westmoreland, Richmond, Middlesex, Northumberland
Vacationing in Essex May have a temporary card if they give us a photo copy of their valid driver’s license or a state issued photo i.d. May then check out 5 items with a limit of 2 videos, CD’s or DVD’s. Temporary is a Group in Evergreen like child, adult, or staff.
Vacationing in adjacent counties No – direct them to that county’s library

What is the loan period?
Books 3 weeks

What is the renewal policy?
What can be renewed? Any item that is not on reserve may be renewed
How do you renew? In person, by phone or on-line.
Holds
Who may place a hold on an item? Any patron in good standing may request a hold via mail, phone or internet, or in person at the front desk.
Length of time a book will be held at desk after patron has been contacted. 1 week
Inter-library loans (ILL)
What is an ILL? ILL’s are items borrowed for our patrons from another library.

Resident Yes, up to 3 at a time

Books .05 per day

Damaged items
Books If item can be repaired no charge. If item must be replaced, we charge replacement cost plus $10.00
Audio If item can be repaired no charge. If item must be replaced, we charge replacement cost plus $10.00
ILL $25.00 per item plus whatever lending library charges
Video If item can be repaired no charge. If item must be replaced, we charge replacement cost plus $10.00
Music C.D. If item can be repaired no charge. If item must be replaced, we charge replacement cost plus $10.00
DVD If item can be repaired no charge. If item must be replaced, we charge replacement cost plus $10.00
Lost items
Ours Replacement cost plus $10.00
ILL’s $25.00 plus whatever the lending library charges us
Chronic loss or damage to items Any patron who claims he has returned an item which is missing from our shelves will have this noted on his record. If he has more than 3 such items on his record within a 3 year period, his library privileges will be revoked until restitution for missing or damaged items is made.
Disasters All items incl. library cards In the event of fire, accident, hospital stay, serious personal tragedy or death, no fines or charges. Ask if insurance covers loss due to fire.
Computer use
Who can use Internet computers
Adult With signed consent form
Child 13-17 With consent form signed by child and parent or guardian
Child under 13 With consent form signed by child and parent who must remain with child
How long can a person use a computer?
Anyone 16 and older 30 minutes at a time unless no one is waiting to use the computer. Then the person may stay on until someone else needs a turn
Children 15 and younger 30 minutes a day
Who can use computer in children’s area? Any patron may use the computer in the children’s area but we discourage adults from using it at peak time for children’s use. i.e. weekdays 3-5 p.m. or Wed. mornings till noon.
